    More revealing than the amount itself is a phrase Microsoft repeatedly emphasized in its official messaging: “AI at population scale.”

    This term does not point to a specific technological breakthrough, nor is it a declaration of superiority in next-generation models. Instead, it conveys a deeper strategic judgment:

    The next phase of AI is no longer about whether it can be built, but whether it can be used at scale—reliably, sustainably, and over the long term.

    From “AI Adoption” to “AI at Population Scale”
